Parliamentary (Hluttaw) debates on migration estimate up to 10% of Myanmar’s population are overseas, but reliable statistics are lacking given most migration from Myanmar has been irregular. Millions of workers from Myanmar work skilled and more often low skilled labour intensive jobs particularly in Korea, Malaysia, Singapore, Thailand and the United Arab Emirates (UAE). A significant proportion of migrants from Myanmar are women and/or from ethnic minority groups whilst hundreds of thousands of children have been born to workers and remain overseas. Limited data suggests migrant’s lives are challenging and exploitation frequent whilst effective recruitment and consular protection programmes remain undeveloped. There is also considerable internal migration for work within Myanmar too.

Myanmar has yet to develop a holistic migration policy framework whilst civil service capacity and coordination to address pressing migration challenges remain weak and fragmented. The significant potential for well managed migration and remittances to complement Myanmar’s existing and future measures to achieve its UN millennium development goals, particularly poverty reduction and development, remains untapped. Myanmar is a significant migrant origin country and migration is a potential leadership topic during its 2014 ASEAN Presidency. Myanmar can meaningfully contribute to the UN General Assembly’s High-Level Dialogue on International Migration and Development in 2013 and increasingly be involved in implementation of the ASEAN Economic Community (AEC).

Purpose of Workshop
The Ministry of Labour, as Chair of the Overseas Worker Supervisory Committee, is leading coordination of migration related capacity building support and technical assistance for mid and senior ranking civil service officials in all ministries working on internal and international migration within the Myanmar Government. This 1 ½ day workshop, held in Yangon at the end of February 2013, is intended as a diagnostic exercise to gauge from mid and senior ranking officials (with assistance from related stakeholders) their needs and interests for capacity building as well as to explore existing levels of inter-ministerial coordination on migration so as to allow IMG to work together with the Ministry of Labour to facilitate a long term capacity building programme. IMG intends to follow up from this workshop, after consultation with senior government officials and finalisation of a 6 month work plan, with the swift delivery of targeted migration capacity building assistance to the Myanmar government.

Participants 
Participants in this workshop will be mid to senior level management in all related ministries involved in the Overseas Worker Supervisory Committee, state government level officials and elected MPs and senators from Central and State levels. UN agencies, civil society, recruitment agencies, employers and migrant workers will also be invited to participate in the workshop. The total number of participants will not exceed 60 persons to allow effective group activities to be undertaken as part of the workshop. Workshop seating will be organised in 6 round tables of 10 persons and in an informal manner following the opening session of the workshop.
